Russian Defence Minister Sergei Shoigu said on 23 October that Ukraine was planning to use the so-called dirty bomb - an explosive device laced with radioactive material - in order to later accuse Moscow of applying weapons of mass destruction. The Western media noted in the following days that Russia’s claims had not impressed the Western leaders who on 25 October issued a joint statement in which they rejected Russia’s allegations as “transparently false”. The foreign ministers of Britain, France and the United States also warned that “the world would see through any attempt to use this allegation as a pretext for escalation”.
