On 1-26 August 2022, the Tenth Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons was held at the UN headquarters in New York. Regrettably, due to Russia’s opposition, the conference ended without reaching agreement on the outcome document, the adoption of which required consensus. Russia’s opposition is said to have been prompted by the text in the final document about Russia’s control over Ukrainian nuclear facilities. In particular, Russia is said to have objected to the text of “five paragraphs” that referred to the nuclear power plant in Zaporizhia.
