A research paper: Rethinking nuclear and radiation risks in the wake of the Fukusima nuclear accident, was published by the Civil Council on Defence and Security, with support of Georgian National Academy of Science and Swedish Radiation Safety Authority. Authors include members of the Commission of Nuclear Energy and  Radiation Security - Giorgi Japharidze, LIa Tchelidze and Revaz Shanidze, as well as Civil Council board members and experts - Irakli Mtchedlishvili, Tamar Pataraia and Shorena Lortkiphanidze.

The paper overviews a number of recently published scientific studies and papers about large-scale nuclear accidents that have impact on human health and environment. The paper explores how national governments and international organizations plan and implement preventive measures, incident response and risk assessment, and assesses the effectiveness of these. The paper largely focuses on the developments following the accident at the Fukushima-Daiichi nuclear facility in Japan in 2011, which became a watershed moment for all countries with nuclear infrastructure to rethink the risks emanating from operating nuclear facilities.
