As part of its project designed to raise awareness of Georgian journalists about nonproliferation issues, CCDS arranged a lecture on export controls of dual-use goods for a selected group of journalists on 28 September.

The speaker, Ms Maia Amonashvili of the Georgian Customs Department, at first explained what kind of goods are considered dual-use items and what types of controls are in place globally for their export and transfer. She then spoke about the lists of such goods that are maintained globally and updated regularly.

The speaker then moved on to discuss the relevant laws and procedures regulating the transfer of dual-use goods from, to or through Georgian territory, Georgia’s commitments to the EU and other international organizations to strengthen controls, and the lists the Georgian government adopted in line with the international and EU regulations and lists.

In the end, the speaker highlighted some of the current challenges, such as tightening controls, updating the lists in a timely manner, checking thoroughly end-user certificates, preventing third country transfers, etc.

The lecture was organized by the Civil Council on Defense and Security, in the framework of the project for journalists - Everything About Nuclear and Radiation Security, with financial support from the Swedish Radiation Safety Authority.
