In his annual state of the nation speech delivered on 21 February 2023, Vladimir Putin announced the suspension of Russia’s participation in the new START treaty, which is the last remaining nuclear arms control treaty between Russia and America. The announced step has raised further questions about the future of nuclear arms control.

Furthermore, on 23 February, Putin said that Russia would pay increased attention to boosting its nuclear forces by deploying a new intercontinental ballistic missile, hypersonic missiles and new nuclear submarines. “As before, we will pay increased attention to strengthening the nuclear triad," Putin said.

Meanwhile, IAEA issued a report on nuclear safety and security in Ukraine, covering the period between February 2022 and February 2023. The 52-page report provides an overview of the situation and the IAEA’s activities to reduce the likelihood of a nuclear accident during the armed conflict.
