A lecture about Georgian parliament: Inclusion and Diversity was conducted on August 18, 2021, by Vakhushti Menabde, lawyer, specialist of political law, professor at Ilia State University, author of various publications.
Mr. Menabde firstly overviewed the structure of parliament and its importance in general, as well as the way of choosing parliament in Georgia and some other countries, according to which were main changes made in our practice.
Main focus of the talk was the alternations after the latest constitutional changes in Georgia regarding parliament and government. However not only the changes, but the constitution itself was broadly discussed in terms of political law. Furthermore, the upcoming reform of parliament, meaning to change the existing model to fully parliamentary one in 2024 was mentioned.
Another important topic of the talk was the elections, as the biggest challenge for Georgian political law and here a short historical overview of the election process and practices during past 30 years was made by the speaker. Here, this talk also included the problem of majority rule, as a political system in Georgia and what can be the solution leading towards diverse parliament and healthy political system.
The lecture was held in the framework of the project Youth for Pluralism and Democracy, which is conducted by the Civil Council on Defense and Security and Max Planck Foundation, with the financial support of Ministry of Foreign Affairs of Germany.
