CCDS is governed  on democratic principles which are enshrined in the governing charter of the organization. The governing body of CCDS is the board which is comprised of four staff members with equal decision-making power. The organization has an executive secretary who manages administrative and financial matters and is accountable to the board. Associated members are also tinvolved in project-development and decision-making processes. Strategic planning, fundraising, project development and project management is implemented by board members.
